Auto Insurance

It is not legal to drive without insurance, at least not in CA.

It is possible to find auto insurance that covers people without an American driving license, but it is likely to cost you a lot more money than a regular insurance. On the other hand, you do not have the right to drive without an insurance policy and cannot obtain a driving license in an uninsured car. A way out of this is to rent (not all rental agencies allow you to use their car for a driving test) a car or to have a friend kind enough to lend you his properly insured car to pass the driving license. After this, you can look for a reasonably priced insurance (the above is certainly true in California, it may be different in other states).

Beat Nideröst: "My solution: get a temporary driving license (allowing you to practice driving with somebody else). This temporary license already shows the license number you will eventually get when you pass the examination. You don't need a car to get the temporary license, only a SSN. My American insurance company was prepared to insure me once they knew the driver's license number I was going to get, so before I passed the test."
