You'll have to find a good insurance broker who really knows which
companies accept international drivers licences. You can find phone
numbers of brokers in the yellow pages and get quotes over the phone.
When I got here, 'Progressive' was an insurance that accepted
international licenses without a problem, though they don't have the
cheapest rates. Check www.progressive.com to find an agent in the bay
area.
