You can get tons of information about this rule on the Web, search for 2
year rule, or 212E.
Marriage will not help you, nor will a baby, as they will be expected to
spend 2 years with you in Switzerland (that would be different if you would
come say, from Afghanistan and had a baby girl)
The waiver is one way, as Dorothea explained
However, you may be able to make a case that the 212 rule in your visa is
there by mistake. IMHO it does not matter what your old visa says, it is
wether the law applies to you or not. So you may be able to get another visa
even with the remark in your visa.
To me it seems like you should talk to an immigration lawyer. Immigration
laws change pretty frequently, and are very complex.
