Nico,

January 21st this year I was informed by the Immigration lawyer of the
company I am working for about:

New Security Clearance Announced
Today the Department of State announced a new policy that any foreign
national whose job is related to certain technologies will require security
clearance when they apply for a visa stamp at a consulate outside the U.S.
This security clearance is expected to take three months or longer and
anyone who is required to obtain this clearance will not be allowed to
return to the US until the clearance has been obtained.

What's the Intent of the Clearance
The DOS has issued this list in response to concerns over the illegal
transfer of controlled technology and to prevent the transfer of dual items
to terrorist groups. It is important to note that the consular officers
will use their discretion to determine if work activities fall within the
list and that this clearance will be required regardless of what country
the foreign national is from.

I think only H1-Bs (work Visas) are affected and this new procedure would
only apply if you need a H1-B Visa stamp for the first time. Renewal delays
should be less likely, but again it is up to the consular officer.

Please don't take this information for granted. Get advice from an
Immigration lawyer.
