Dave,
If you are looking for a permit to live and work in Switzerland, then this is typically decided by the city / canton and not the
federal government. There are, however, certain exceptions.
If you are interested in the Swiss citizenship, the federal government has to approve the neutralization before the city / canton
can approve it.
I hope this helps.
You may also want to look at the website of the Federal Office of Immigration, Integration and Emigration.

Subject: swiss-list: moving from CA to CH?
Dear swiss-listers:
My wife and I have been considering relocating to Switzerland, but
I spoke with someone earlier this week who said that, as Americans,
even if the city and canton were willing, we would be unlikely to
get permission at the federal level.
Was that a fairly accurate assessment?
Thanks,
-Dave
